FOREIGN CITIZEN WILL BE PROVIDED NECESSARY TREATMENT AND MEDICINE

On January 18, 2021,cforeign citizen A.S. (name has been changed) applied to New Generation Humanitarian NGO (NGNGO). The latter was saliva tested for HIV, as a result of which he was found to be HIV positive. The citizen was referred to National Center for Infectious Diseases CJSC of the Ministry of Health of the Republic of Armenia to undergo further examinations and receive treatment in case of HIV status confirmation. As a result of the examination, the HIV positive status was confirmed, but the beneficiary was not provided with the necessary medication, as the latter did not have an RA residence card. 

As a result, A.S. applied to New Generation Humanitarian NGO for legal assistance. 

 On January 29, 2021, NGNGO applied to RA Ministry of Health with a request: 

– To provide medical care and services to N.S. on a state-guaranteed free basis. 

 On February 8, 2021, a letter was received from RA Ministry of Health, according to which it was proposed to apply to the National Center for Infectious Diseases (NCID) for the provision of free medical care and services guaranteed by the state. 

NGNGO applied to NCID. As a result, N.S. was involved in treatment and care services. 

 NGNGO continues to provide legal assistance to the citizen in the process of obtaining a residence card.

Article 8 of the RA Law on Prevention of the disease caused by human immunodeficiency virus 

  • In case of confirmation of HIV infection in the organism of the foreign citizens and stateless persons who are in the territory of the Republic of Armenia, their treatment is organized as provided for by the legislation of the Republic of Armenia.
     

13 clause of № 75-Ն decision of the Ministry of Health of the Republic of Armenia of 22.11.2013 on Approval of the standard of organizing prevention and treatment of HIV/AIDS within state-guaranteed free of charge medical aid and service 

 

  • ARV therapy is free of charge and is provided to all prescribed patients who have given their consent after receiving relevant  information on treatment.
